Two more people have been arrested related to a theft at Heathrow Airport in which 21 people were injured by a substance believed to be pepper spray, according to law enforcement.

A man, 24, was taken into custody in Lambeth for suspected theft and assault and a 23-year-old woman was detained for suspected conspiracy to commit robbery. They both are still being held, authorities confirmed.

These detentions follow an investigation into an attack at the multi-level parking garage at Heathrow's Terminal 3 this past Sunday. Prior to the attack, a pair of female travelers had stolen from them their suitcases after getting out of a parking garage elevator.

A three-year-old girl was among the injured in the event. A total of five individuals went to hospital for medical care and were later released.

Officers arrested a 31-year-old man for suspected theft and assault near the location. He has since been released pending further inquiries while inquiries continue.

Police were alerted at about 8:10 in the morning GMT following reports of a number of individuals injured by an irritating chemical thought to be an irritant spray.

The assault - an event that police said was a standalone incident and not being treated as an act of terror - caused delays to rail services and the partial closure of the main airport tunnel and the Terminal 3 parking facility for a short time.
